Data Management System (DMS) Implementation

Chelan PUD is undertaking the FERC relicensing of the Rock Island Hydroelectric Project and relies on Kleinschmidt as the lead consultant for strategic planning, stakeholder and Tribal engagement, public outreach, and regulatory coordination.

To support this multi-year effort, Kleinschmidt developed and implemented a custom Data Management System (DMS) to organize and standardize data from multiple sources. The DMS integrates with Chelan PUD’s SharePoint library and includes tools for field data protocols, GIS, QA/QC, and metadata.

By streamlining data access and analysis, the DMS improves efficiency, supports FERC compliance, and provides long-term value through data reuse for future regulatory needs.

Rock Island Over/Under Spillway Gate Prototype

This project involved redesigning existing roller gates at the Rock Island Dam to improve fish passage and reduce dissolved gas uptake. The over/under concept was developed to pass fish and limit dissolved gas buildup, and it remains in service today. The project included a design concept phase and testing for effectiveness, ultimately becoming the production system for two spill gates at the dam.

Rocky Reach Relicensing Studies

As a trusted partner during the Rocky Reach Hydroelectric Project relicensing, Kleinschmidt supported Chelan’s mission with robust scientific assessments, including radiotelemetry smolt survival studies. These efforts were foundational in securing a 43-year license—a major milestone that supports regional energy resilience and ecological responsibility.
