Kevin Cooley
Vice President Northeast Region
Kevin Cooley leads the team as Kleinschmidt’s Northeast Regional Vice President. With over 25 years in hydropower, he’s seen it all—from planning and designing hydro projects to managing major rehabilitations. If it involves making hydro projects work better and last longer, Kevin’s your resource.

Morris Perot
Senior Scientist NYPA Client Lead
Morris Perot is our go-to expert for all things ecological. With 31 years of experience, he’s led countless habitat restoration projects, helping improve both aquatic and terrestrial ecosystems. Whether it’s ecosystem restoration, wetland mitigation, or making habitats better for wildlife, Morris has it covered.

Keenan Goslin
Section Manager Structural Engineering
Keenan Goslin rounds out the team with 18 years focused on structural assessments and design for dams and hydro facilities. He’s worked on dam safety projects, penstock inspections, and major renovations—making sure everything is structurally sound and built to last.

Mike Hreben
Senior Scientist
Mike Hreben has been a trusted partner with NYPA for years, primarily in the field of fisheries and aquatic sciences. He has been involved in various projects, including the evaluation of habitat improvement projects at the St. Lawrence Hydroelectric Project and conducting recreational fisheries studies on the St. Lawrence River. Mike has also contributed to lake sturgeon research and has been a key figure in research and mitigative efforts for American eel and lake sturgeon across various generating stations.

Laura Cowan
Senior Regulatory Advisor
Laura Cowan has extensive experience working with NYPA, particularly in the context of FERC relicensing and environmental permitting. She has served as the Assistant Technical Resources Manager for the relicensing of the Blenheim-Gilboa Pumped Storage Hydroelectric Project, a 1,160 MW facility, where she provided technical and regulatory support as part of a team of consultants.

Tyler Kreider
Senior Ecological Engineer
Tyler has worked on projects such as the Little Sucker Brook Fish Passage Project, FERC Environmental Compliance Study, and various recreation and habitat improvement projects at NYPA sites. His roles have included Project Manager, Senior Engineer, and Lead Ecological Engineer.

Tim Oakes
President and CEO
Tim Oakes has served as the Project Manager for the relicensing of the Blenheim-Gilboa Pumped Storage Project. His responsibilities included overseeing subcontractors for environmental studies, preparing application and environmental documentation, conducting stakeholder outreach, and providing strategic advice. Additionally, Tim was involved in the relicensing of the Crescent and Vischer Ferry hydroelectric projects where he served as the Project Director.

Wendy Bley
Senior Regulatory Advisor
Wendy Bley has extensive experience working with NYPA, particularly in the context of FERC relicensing projects. She is currently the Project Manager and Lead Licensing Consultant responsible for the relicensing of the Crescent and Vischer Ferry hydroelectric projects on the Mohawk River. Her responsibilities include strategic planning, preparation of study plans, managing environmental, recreation, and cultural resource studies, and preparing draft and final license applications. Wendy has worked closely with the NYPA team to navigate and defer certain field studies, ensuring a streamlined relicensing process.
